10 years of transition in Ukraine agriculture: An analysis of productivity and efficiency of enterprises AgEcon
Lissitsa, Alexej; Odening, Martin; Babycheva, Tamara.
This paper analyzes efficiency and total factor productivity (TFP) change of large agricultural enterprises during their transition to a market economy in Ukraine. In this case the efficiency is calculated by data envelopment analysis and the productivity change is measured by the Malmquist Productivity Change Index in the period between 1990 and 1999. On average, TFP declined by 6% annually, dropping a total 42%. The main reason for the observed TFP decline is a decrease in technical efficiency, which is found to be remarkably significant. At the same time there is a high variation among individual enterprises: their distribution of efficiency scores widens, which indicates that the farms diverge with respect to their economic performance. The Tobit...

Agricultural Economics Education in Ukrainian Agricultural Universities: An Efficiency Analysis Using Data Envelopment Analysis AgEcon
Lissitsa, Alexej; Coelli, Tim J.; Rao, D.S. Prasada.
Ukraine's transition from a centrally-planned to a market economy has had a profound effect upon its agricultural sector and agricultural universities. A substantial reduction in state financing has forced universities to adopt a range of survival strategies, with varying degrees of success. In this paper we use data envelopment analysis to examine the technical efficiency of 44 agricultural economics programs from 19 Ukrainian universities during the 2002/03 academic year. Our empirical results indicate wide disparities in performance, ranging from 36% to 100% technical efficiency. A second-stage analysis suggests that factors such as student demand, commercial activities and staff quality help explain a portion of this variation.

Agricultural Productivity Growth in the European Union and Transition Countries AgEcon
Lissitsa, Alexej; Rungsuriyawiboon, Supawat.
Economic reform in the Central and Eastern European countries in the 1980s helped transform the structure and volume of agricultural production, consumption and trade, and resulted in significant agricultural productivity improvements. However, there are large differences among the transition countries in the magnitude and direction of these changes. The main objective of this study is to measure and compare the levels and trends in agricultural productivity in transition countries with those of the European Union (EU) countries making use of the most recent data available from the Food and Agriculture Organization (FAO). This study employs a parametric distance function approach to measure Malmquist productivity index as well as the magnitude and...

AGRICULTURAL PRODUCTIVITY GROWTH IN THE EUROPEAN UNION AND TRANSITION COUNTRIES AgEcon
Rungsuriyawiboon, Supawat; Lissitsa, Alexej.
Malmquist total factor productivity (TFP) index has been extensively applied in the literature to measure productivity growth decomposition. This study applies a parametric decomposition of a Generalized Malmquist TFP index to measure and compare the levels and trends in agricultural productivity in European countries, making use of the most-recent data available from the Food and Agriculture Organization (FAO) of United Nations. The aim of this study is to measure TFP developments in agriculture of transition countries after breakdown of socialism and to compare their TFP growth with other European countries. The Generalized Malmquist productivity index can be decomposed into technological change, technical efficiency change and scale efficiency change....

BIOENERGIE AS A SOURCE OF INCOME OF AGRICULTURAL ENTERPRISES AgEcon
Makarchuk, Oksana; Hockmann, Heinrich; Lissitsa, Alexej.
Enterprise activity is based on maximization of profit to increase the volume of own capital, to expand manufacture and to guarantee the earning of profit for the long-term period. Therefore everyone searches for new sources of the income by means of which it is possible to maximize cost of the made product. One of new sources of the income in agriculture is a cultivation of agricultural crops for the energy, heat, fuel (biofuel) manufacture. In this "discussion paper" the market is examined for biofuel, as well as their competitiveness is analyzed in comparison to mineral fuels. Germany takes the lead positions on manufacture and use of biofuel among the countries of the European Union and Ukraine has a big potential on the agricultural commodities market...

This Discussion Paper focuses on developments of the agricultural sector in the federal states of the former Eastern Germany after German reunification. Descriptive analysis is involved to display problems of transition process and changes in agricultural production and structures. The results of the analysis report considerable differences in the agricultural sector between New and Old Federal States after 15 years after the reunification. These differences are especially to find in a variety of existing legal forms, considerably higher share of rented land, lower cattle stock as well as larger farm size of the farms in the New Federal States. Observed structural changes of the German agricultural sector display that due to European Union measures the...

GETREIDEPRODUKTION IN DER UKRAINE -- EINE KOMPARATIVE ANALYSE VON PRODUKTIONSKOSTEN AgEcon
Einax, Christian; Lissitsa, Alexej; Parkhomenko, Sergiy.
The following Discussion Paper aims to analyse the development path and profitability of grain production in Ukraine, which is one of the most important production branches of most Ukrainian agricultural companies. Methodologically, individual farm analysis and horizontal farm comparison are used. The cost benefit analysis has been widely used for farm analysis of the agricultural sector in market economies. However, only few applications could be observed in agribusiness research in Ukraine in the last years, presumably because of missing or unreliable data. Thus, the goal of this paper is to apply a standard farm management instrument for enterprise analyse in agriculture of a transition country. The results show small differences in production costs...

The Data Envelopment Analysis (DEA) for determining the efficiency of a production AgEcon
Lissitsa, Alexej; Babitcheva, Tamara.
The Data Envelopment Analysis (DEA) is a relatively new method to measure Technical Efficiency (TE). TE of a Decision Making Unit (DMU) is defined as a ratio of the produced goods and services (Outputs) to the used resources (Inputs). Efficiency comparison become more complicated when market values of the Inputs and Outputs are not available and the figures are expressed in the different measurement units. So, aggregation of the figures into cost or revenue groups become impossible. Such efficiency analysis is especially important for the enterprises in the transformation process. In DEA the Linear Programming (LP) is used to determine relative efficiency of the analysed enterprises. The basic principles of the DEA are introduced in this Discussion Paper...
